| Heating emergencies are referred to Northern Tier Community Action during a specified time of year. Applications are distributed by the Department of Public Welfare County Assistance Office. Once eligibility is determined the referral is made to the Weatherization Assistance Program in coordinating efforts to eliminate "no heat" crisis situations throughout the four county service area. |
