Energy Assistance Programs

Northern Tier Community Action Corp. implements several different energy assistance programs through both utility donated and private funds throughout the four county area. These programs are available to those customers that are experiencing difficulties in paying for or restoring utility service. Clients are able to apply for funds one time during the funding year. The energy assistance programs use the Federal Poverty Guidelines for eligibility, along with client need. To apply, contact the utility or Northern Tier Community Action Corp.

Neighbor 4 Neighbor (NFG)

To qualify, you must:

  • Be 55 years or older
  • Receive disability income
  • Have verifiable recent loss of income
  • Be Receiving unemployment
  • Be Experiencing a medical emergency
  • Have Veteran status
  • Be employed persons that fall between 151%-200% poverty level
  • Have made 3 personal payments in the last 12 months

What you need to provide:

  • Photo Id
  • Proof of total household income for past 30 days
  • Termination notice, denial letter or current bill
  • Proof of required payments (12 month billing & payment history)

Dollar Energy Fund (Columbia Gas, Penelec, WPP)

To qualify, you must:

  • Be up to 200% of poverty guidelines
  • Have personally paid $150 in the past 90 days or $100 if 62 or older

What you need to provide:

  • Proof of house total household income for past 30 days
  • Proof of required payments (12 month billing & payment history)
  • Termination notice, denial letter or current bill

Emergency Food & Shelter Program-Utilities (Cameron & Elk Counties)

This program can only pay 1 month past due amount. A limited amount of fuel oil, propane, firewood, & coal can also be purchased for persons using these fuel sources.

To qualify, you must:

  • Be up to 200% of poverty guidelines

What you need to provide:

  • Proof of house total household income for past 30 days
  • Termination notice, denial letter or current bill

Operation Share (UGI Gas only)

To qualify, you must:

  • Be up to 250% of poverty guidelines

What you need to provide:

  • Proof of house total household income for past 30 days
  • Copy of Photo ID

UGI CAP

To qualify, you must:

  • Be up to 150% of poverty guidelines
  • Cannot be on the Choice Program

What you need to provide:

  • Proof of house total household income for past 30 days
  • Copy of Photo ID
